Dear Friend,

The Department of Homeland Security has been shut down for over a month now. I have been clear that there must be significant, enforceable reforms at ICE to stop the brutal violence federal agents have committed in our communities. These agencies must respect Americans' Constitutional rights like other law enforcement agencies.

The White House and Republicans in Congress have not been serious about negotiating these reforms that the American people are demanding. As a result, they are forcing TSA, Coast Guard, and FEMA employees to work without pay for weeks.

This week, Democrats launched an effort that I supported to force a vote on funding all of Homeland Security, except ICE, so these critical national security programs can keep operating and workers can get paid.
