FY24 CPF Requests Submitted

Rep. Suzan DelBene has submitted funding requests for important community projects in Washington’s 1st Congressional District to the House Appropriations Committee.

Under guidelines issued by the Appropriations Committee, each Representative may request funding for up to 15 projects in their community for fiscal year 2024. Submission to the Committee is not a guarantee of funding. Projects are restricted to a limited number of federal funding streams, and only state and local governments and eligible non-profit entities are permitted to receive funding. Bellevue Police Department Body-worn Camera Program

$1,095,568  

City of Bellevue: 450 110th Avenue NE, Bellevue, WA 98004.  

The body-worn camera program will help increase accountability and transparency in interactions between officers and members of the Bellevue community. By acquiring the camera technology, the program can enhance the Police Department’s patrol operations, incident investigation, incident response, and crime prevention.

The project has a Federal nexus because the funding provided is for purposes authorized in section 501 of the Omnibus Crime Control and Safe Streets Act of 1968 (34 U.S.C. § 10152).

AC Water Main Replacement

$8,303,099 

City of Redmond: 15670 NE 85th St, Redmond, WA 98052.  

The City of Redmond AC Water Main Replacement project will replace an asbestos cement water main pipe that has reached the end of its useful life. The pipe is subject to frequent breaks, creating a risk to life and property from water damage and loss of fire protection and drinking water. The new ductile iron pipe will provide superior seismic resilience, fire protection, and drinking water reliability.

The project has a Federal nexus because the funding provided is for purposes authorized by Section 1452 of the Safe Drinking Water Act, 42 U.S.C. 300j-12.

Chinook Marsh

$5,000,000  

Snohomish County: 3000 Rockefeller Avenue, Everett, WA 98201.

Snohomish County and the City of Everett are partnering on the Chinook Marsh project, which will relocate a vital City of Everett drinking water transmission line to reduce flood and seismic hazards, and restore approximately 430 acres of tidal habitat benefitting Endangered Species Act listed Chinook Salmon. The Chinook Marsh project will provide additional public benefits by upgrading flood protection for adjacent and nearby residents, and revitalizing a trail for recreation.

The project has a Federal nexus because the funding provided is for purposes authorized by Title VI of the Clean Water Act, 33 U.S.C 1381 et seq.

Woodcrest Utility Replacement Project

$4,000,000 

City of Bothell: 18415 101st Ave NE Bothell, WA 98011.  

The Woodcrest neighborhood includes 157 manufactured and mobile homes that provide affordable housing primarily to senior and fixed income residents. The purpose of this project is to replace the community’s failing water utilities to bring them up to current standards, provide improved service and fire flow, improve substandard sewer and stormwater infrastructure, reduce utility repairs and maintenance, and reduce impacts to human health and the environment.

The project has a Federal nexus because the funding provided is for purposes authorized by Title VI of the Clean Water Act, 33 U.S.C 1381 et seq.

Ash Way Station

$3,000,000 

Sound Transit: 401 S. Jackson St, Seattle, Washington 98104.

This request will provide funds for the design of the Ash Way Station of the Everett Link Extension (ELE). The ELE will extend light rail service 16.3 miles north from Lynnwood City Center to Everett Station adding six new stations.  When complete, the ELE is expected to serve 37,000 — 45,000 riders by 2040.

The project has a Federal nexus because the funding provided is for purposes authorized by chapter 53 of title 49 of the United States Code.

Cedarwood Community Recreation Center

$2,100,000 

City of Lake Stevens: 1812 Main Street, Lake Stevens, WA 98258.

Construction for Cedarwood Community Recreation Center is a vital project in an underserved area with a lack of recreation opportunities, and youth and adult programming. This project will help Washington families access before and after school care, flexible meeting /classroom space, and removes blight from the surrounding area in Lake Stevens. 

The project has a Federal nexus because the funding provided is for purposes authorized by 42 U.S.C. 5305(a)(2) and (4).

Cities of Bellevue and Redmond Electric Fire Engines & Charging

$1,885,535 

Cities of Bellevue and Redmond: 8450 161st Avenue NE, Redmond, Washington 98052. 

This project supports the Cities of Bellevue and Redmond in acquiring two electric fire engines and associated charging infrastructure, replacing two aging diesel engines that each emit 18 metric tons of carbon dioxide (CO2) and 0.13 metric tons of nitrogen oxides (NOx) per year. These electric fire engine orders are the first of their kind in Washington state.

Grove Street Overcrossing

$3,000,000 

City of Marysville: 501 Delta Avenue, Marysville, WA 98270.

This request will help fund construction of the Grove Street Overcrossing project in Marysville, which will construct an overcrossing that would span the existing at-grade crossing, providing congestion relief and improving safety.

The project has a Federal nexus because the funding provided is for purposes authorized by section 22907 of title 49 of the United States Code.

Little Bear Creek Culvert Replacement Project

$2,250,000 

City of Woodinville: 17301 133rd Ave NE, Woodinville, WA 98072.

Little Bear Creek, running through the City of Woodinville, is critical habitat for runs of Chinook, sockeye, kokanee, and coho salmon, and coastal cutthroat trout. Several undersized culverts that represent salmon-barriers and create flooding potential, exist along the Woodinville portion of the seven-mile creek. This project will replace two of those culverts and restore fish habitat within Little Bear Creek.

Main Street Revitalization Phase Two Project

City of Mountlake Terrace: 23204 58th Avenue W, Mountlake Terrace, Washington 98043.

The Mountlake Terrace Main Street Revitalization Phase Two Project will provide a transportation network that supports Transit Oriented Development (TOD) for Mountlake Terrace Town Center connected to the Sound Transit Light Rail station scheduled to open in 2024.

NWIRC Innovation Center Network

Northwest Innovation Resource Center: 2200 Rimland Dr. Str 210, Bellingham, Washington 98226.

The Northwest Innovation Resource Center (NWIRC) is working with regional leaders to establish an innovation center in Arlington at the Cascade Industrial Center (CIC). This center will provide a critical resource missing in our region,  serving as a hub for entrepreneurs and small businesses to explore new technologies  to remain competitive. This funding will go towards the Arlington CIC location.

This project has a Federal nexus because it is for the purposes authorized in Community Development Block Grant (CDBG) program: 42 U.S.C. 5305(a)(2).

Snohomish County Food & Farming Center

Snohomish County: 3000 Rockefeller Ave, Everett, Washington 98021.

Snohomish County is requesting $5,000,000 for the completion of the processing, aggregation, and distribution center portion of the Snohomish County Food and Farming Center.

SR-530 Roundabout

$5,500,000 

Stillaguamish Tribe: 3322 236th St NE, Arlington, WA 98223.

The funding will construct a roundabout at the SR-530 & Smokey Point Blvd in Arlington, WA. These improvements to the SR-530 corridor will help connect people to their jobs and homes, reduce congestion on I-5, and increase safety with a reduction in collisions.

SR-531 Trail

$2,400,000 

City of Arlington: 238 N Olympic Ave, Arlington, Washington 98223.

This project proposes the design and construction for a 12-foot wide multi-use trail along the north side of state highway SR-531 from 67th Ave to SR-9.  This trail alignment borders a high-density residential development and will provide a safe pathway for pedestrians and bicycles where currently none exists.

Swamp Creek Tributary Culvert Replacement Project

$1,300,000 

City of Kenmore: 18120 68th Ave. NE, Kenmore, Washington 98028.

The Swamp Creek Tributary Culvert Replacement Project replaces a culvert which is currently blocking the passage of migrating salmon and other fisheries. Opening up this culvert, which is in an unnamed but important tributary to Swamp Creek, will create a continuous fish-passage route all the way to the mouth of the Sammamish River.
