Legislation and Letters I Have Supported to Stand With Ukraine

Legislation:

H.R. 6740, Defending Ukraine Sovereignty Act

  • On January 28, 2022, I cosponsored the Defending Ukraine Sovereignty Act of 2022. This bill would authorize security assistance for Ukraine and require sanctions against Russia if it escalates hostility in or against Ukraine.

H.R. 6853, Russian Travel Sanctions for a Democratic Ukraine Act

  • On March 1, 2022, I cosponsored the Russian Travel Sanctions for a Democratic Ukraine Act. This bill would impose visa-blocking sanctions on certain citizens of Russia who are (1) Russian oligarchs, (2) employees of Russia’s government, (3) employees of companies that are owned by or receive funding from Russia’s government, or (4) family members of such individuals.

H.Res. 956, Supporting the people of Ukraine

  • On March 2, 2022, the House of Representatives passed the Supporting the people of Ukraine resolution (H.Res.956), with my support, by a vote of 426-3. This resolution urged for an immediate cease-fire and a full withdrawal of Russia forces in Ukraine and expressed support for the sovereignty and territorial integrity of Ukraine.

H.R. 2471, The Ukraine Supplemental Appropriations Act

  • On March 9, 2022, the House of Representatives passed the Ukraine Supplemental Appropriations Act of 2022 (H.R. 2471), with my support, by a vote of 361-69. This law provides $13.6 billion in emergency funding to support the Ukrainian people. On March 15, 2022, President Biden signed this bill into law.

H.R. 6968, Ending Importation of Russia Oil Act

  • On March 9, 2022, the House of Representatives passed the Ending Importation of Russia Oil Act (H.R. 6968), with my support, by a vote of 413-9. This law prohibits the importation of energy products from Russia. On April 8, 2022, President Biden signed this bill into law.

H.R.7276, Ukraine Invasion War Crimes Deterrence and Accountability Act

  • On April 6, 2022, the House of Representatives passed the Ukraine Invasion War Crimes Deterrence and Accountability Act (H.R. 7276), with my support, by a vote of 418-7. The bill requires the President to report to Congress on atrocities committed during Russia’s invasion of Ukraine since February 24, 2022.

H.R. 7108, Suspending Normal Trade Relations with Russia and Belarus Act

  • On April 7, 2022, the House of Representatives passed the Suspending Normal Trade Relations with Russia and Belarus Act (H.R. 7108), with my support, by a vote of 420-3. This law suspends normal trade relations with Russia and Belarus and allow the President to raise tariffs on products from Russia and Belarus. On April 8, 2022, President Biden signed this bill into law.

H.R. 6930, Asset Seizure for Ukraine Reconstruction Act

  • On April 27, 2022, the House of Representatives passed the Asset Seizure for Ukraine Reconstruction Act (H.R. 6930), with my support, by a vote of 417-8. This bill would establish a commission to determine the legal mechanisms to seize assets belonging to foreign persons affiliated with Russia’s political leadership.

H.R. 7314, AXIS Act

  • On April 27, 2022, the House of Representatives passed the AXIS Act (H.R. 7314), with my support, by a vote of 394-3. This bill would require the Department of State to report to Congress on whether and how the Chinese government and other Chinese entities are providing support for Russia’s invasion of Ukraine.

H.R. 7372, Protecting Semiconductor Supply Chain Materials from Authoritarians Act

  • On April 27, 2022, the House of Representatives passed the Protecting Semiconductor Supply Chain Materials from Authoritarians Act (H.R. 7372), with my support, by a vote of 414-9. This bill would establish an interagency group to address semiconductor supply chain issues resulting from Russia’s invasion of Ukraine.

H.R. 7691, Additional Ukraine Supplemental Appropriations Act

  • On May 10, 2022, the House of Representatives passed the Additional Ukraine Supplemental Appropriations Act 2022 (H.R.7691), with my support, by a vote of 368-57. This bill provides $40.1 billion in emergency supplemental appropriations from 2022 fiscal year funding to respond to Russia’s invasion of Ukraine. On May 21, 2022, President Biden signed this bill into law.

H.R. 6891, Isolate Russian Government Officials Act

  • On May 11, 2022, the House of Representatives passed the Isolate Russian Government Officials Act of 2022 (H.R. 6891), with my support, by a vote of 416-2. This bill would require government agencies to exclude Russian government officials from international meetings until the Russian government has ceased activities to destabilize Ukraine’s sovereignty. H.R. 6891 has been referred to the Senate where it awaits review.

H.R. 6899, Russian and Belarus SDR Exchange Prohibition Act

  • On May 11, 2022, the House of Representative passed the Russia and Belarus SDR Exchange Prohibition Act of 2022 (H.R. 6899), with my support, by a vote of 417-2. This bill would prohibit the Department of Treasury from engaging in the transaction of Special Drawing Rights (SDRs), a reserve asset maintained by the International Monetary Fund (IMF), held by Russia or Belarus and to oppose financial assistance to Russia or Belarus. On October 4, 2022, President Biden signed this bill into law.

H.R. 2617, Consolidated Appropriations Act

  • On December 23, 2022, the House of Representatives passed the Consolidated Appropriations Act for Fiscal Year 2023 (H.R. 2617), with my support, by a vote of 225-201. This bill includes $44.9 billion in emergency assistance to Ukraine and our NATO allies. On December 29, 2022, President Biden signed this bill into law.

H.R. 506, HARM Act

  • On March 16, 2023, I cosponsored the HARM Act of 2023. This bill would designate the Wagner Group as a “foreign terrorist organization” under the Immigration and Nationality Act, which would enable the President to impose a variety of sanctions including (1) blocking members from entering the country; (2) freezing assets held by U.S banks; and (3) making it illegal for any American to provide material support or resources to the group.

H.Res. 154, Resolution Recognizing Russian Actions in Ukraine as a Genocide

  • On March 16, 2023, I cosponsored a resolution to condemn Russia for committing acts of genocide against the Ukrainian people.  

Letters:

TPS Letter

  • On February 28, 2022, I joined my colleagues in sending a letter to President Biden urging the administration to grant Temporary Protected Status (TPS) for Ukraine or grant a Deferred Enforced Departure (DED) and grant Special Student Relief (SSR) for Ukrainian students. A few days later, on March 3, 2022, the Department of Homeland Security announced 18 months of TPS for Ukraine.

Ukraine Refugee Aid Letter

  • On March 3, 2022, I joined my colleagues in sending a letter to President Biden and Secretary Blinken urging the Administration to work with international partners to provide humanitarian aid to Ukrainian refugees.

Letter to Treasury

  • On March, 3, 2022, I helped lead my colleagues in sending a letter to Secretary Yellen voicing support for and requesting additional information about the KleptoCapture Task Force, an interagency law enforcement task force dedicated to enforcing the restrictions, sanctions and countermeasures the United States and its allies have imposed in response to Russia’s invasion of Ukraine.

Ukraine Air Support Letter

  • On March 7, 2022, I joined my colleagues in sending a letter to President Biden urging the Administration to work with NATO Allies to provide Ukraine with additional aircraft.

Visas for Ukrainian Orphans Letters

  • On March 16, 2022, I joined my colleagues in sending a letter to President Biden and Secretary Blinken asking the Administration to grant new visas to Ukrainian orphans in the midst of the adoption process to allow them to stay with their previous host families.

Uniting Ukrainian Orphans  

  • On March 22, 2022, I joined my colleagues in sending a letter to President Biden and Secretary Blinken urging the State department to immediately unite the 300 Ukrainian children waiting to join their American adoptive families and allow adoption-eligible children to travel and live with American host families in the United States.
